Beyer Blinder Belle’s J Coopers Row Project Tops Out in Southwest Washington, DC

368,000 sq ft residential building at 1319 South Capitol Street adds market-rate and affordable housing to neighborhood while preserving the human scale of the low-rise streetscape.

Washington, DC – (March 29, 2023) – Beyer Blinder Belle Architects and Planners (BBB) announces the topping-out of J Coopers Row, a 368,000-square-foot contemporary brick and glass residential building at 1319 South Capitol Street in Washington D.C.’s rapidly developing Southwest Waterfront neighborhood. The 12-story rental apartment building, which includes studio, one-, two-, three-bedroom apartments, six townhouses and two freestanding houses, adds market-rate and affordable housing to the neighborhood while preserving the human scale of the low-rise streetscape. It is being constructed by Paradigm and developed by a team comprising Jefferson Apartment Group and Fortis Companies.

Located on a former surface lot across from Nationals Park, J Coopers Row brings maximum light and air to nearby historic townhouses, including four on N Street SW that are structurally integrated into the building. The complex is further woven into the neighborhood by three live/work units, which open directly onto the street and are topped by a second-story cornice that provides scale to the existing townhouses. A generous entry plaza and public alley passing through the building add to the complex’s airy, spacious layout.

The building’s façade is animated by a 7″-deep, two-story-high brick module and by a rhythmic counterpoint of balconies that either recede or project outward. Amenities, which were inspired by the industrial history of the working waterfront, include a lobby lounge and coworking space, fitness center and yoga studio, pet grooming station, and multi-level rooftop terrace with a pool, grilling stations, indoor and outdoor lounges, and a private event space.

The project is targeting LEED Gold with energy-efficient LED lighting, VRF mechanical systems, and on-site stormwater retention.
